We understand maximum fee to have been fixed
+
at £3,500 inclusive of travelling and living expenses,
that is to say, £500 less than inclusive fee suggested
in your telegram No. 173.
Both Palmer and Wilson refuse offer and adhere
to their original terms and Institution of Civil
Engineers decline to recommend any engineer as
suitable to undertake this important work for less
than 5,000 guineas plus out-of-pocket expenses. I
am enquiring of various Government offices concerned
whether they know of suitable engineer who would
undertake work on terms offered but in the meantime,
I should be glad to learn whether there is any
possibility of Conservancy Board raising their offer.
